Washington (January 6, 2025) — Philip E. Beshara has joined the partnership of Nichols Liu LLP to lead the firm’s Strategic & Government Affairs practice and complement its bench of bid protest practitioners. Beshara will assist government contractors and stakeholders in navigating the second Trump Administration, litigating issues following the Supreme Court’s landmark overturning of Chevron deference, and shaping congressional reforms and appropriations.
Nichols Liu is a highly-specialized, boutique law firm that Chambers USA ranks as “Elite” for Government Contracts. Beshara moves from WilmerHale, where he practiced Government Contracts, National Security, and Legislative Public Policy.
Before his private practice, Beshara served for a bipartisan group of lawmakers in the U.S. House and Senate. Law360 has named him a 2022 Rising Star nationwide for “successfully defend[ing] multibillion-dollar defense contract awards.”

Beshara will complement his firm efforts through involvement in Pub K, a media company whose followers include thousands of lawyers from major contractors and NGOs, private practice, and 50 government agencies. He will serve as editor of Pub K’s new DOGE Periodical, launching in January to help the government-adjacent business and legal community stay apprised of developments. He will also lead the Emerging Issues panel at Pub K’s Annual Review at the Ronald Reagan International Trade Center in Washington D.C. on February 11-12, 2024. The panel will include the Director of the Justice Department’s Commercial Litigation Branch as well as White House and congressional officials responsible for acting on recommendations of the Department of Government Efficiency.
